  1. In a medium saucepan over medium heat, melt the butter. Thoroughly stir in the cornstarch. Stir in the sour cream. When the mixture becomes hot and bubbly, mix in Cheddar cheese and salsa. Continue stirring until cheese has melted and mixture begins to thicken, about 10 minutes. Serve hot.

It is a very good dip with modifications. To make it a smoother consistancy I used Velveeta. This allowed me to cut out the butter and corn starch.
